A summary of the key changes and the timeline is shown below:

 

1 Jan 2020

 

New compensation and medical expense limits under WICA 2019.

 

1 Apr 2020

 

Mandatory insurance extended to non-manual employees earning a monthly salary of up to $2,100.

 

1 Sep 2020

 
  • Compensation for loss of earnings for employees on light duty.
     
  • Employers to report any instance of medical leave or light duties due to work injuries.
     
  • Claims are deemed as made once an employer has notice of an accident.
     
  • Employees can apply to MOM to have another doctor assess their injuries if they have reasons to believe that the treating doctor is not providing adequate care or assessment.
     
  • Doctors can give current incapacity assessment to expedite claim resolution and employees no longer must wait until an injury is stabilised.
     
  • Where there is no available evidence to compute the employee’s average monthly earnings, the Commissioner may use multiple earnings of employees with similar job scope.
     
  • MOM will continue to process Fatal and Permanent Incapacity claims.
     
  • Project Work Injury Compensation policies are no longer WICA-approved with effect from 1 September 2020, and insurers will cease providing coverage.

Insurer-related
  • All WIC insurance policies incepting on or after 1 Jan 2021 must comply with compulsory terms i.e. WICA-approved, and be issued by Designated Insurers.
     
  • Designated insurers to process all insured claims arising under such policies.
 

1 Apr 2021

 

The salary threshold for mandatory insurance for non-manual employees increases to $2,600 per month.

 

1 Jan 2022

 

All to be insured under policies that comply with compulsory terms i.e. WICA-approved, and be issued by Designated Insurers.
