1. The green card and its sticker affixed to the windshield will disappear permanently on April 1, 2024, for all registered vehicles.
2. The proof of insurance for your vehicle will be exclusively done through a file called "FVA" (file of insured vehicles). Howden recommends that you declare your vehicles in real time on your extranet to avoid any immobilization of the vehicle during checks.
3. Howden will issue an informative document to its insured individuals, called the "insured vehicle memo," with each addition of a new vehicle to your fleet or in the event of a change of insurer. While awaiting receipt of your memo, Howden recommends that you keep an old green card.
4. This memo, also available on your extranet, will serve as a presumption of insurance for 15 days following the issuance date to cover, if necessary, the time required to update the FVA (file of insured vehicles). Primarily, it will provide the information from your contract, which is necessary if you need to fill out a report or lend your vehicle.
5. This new regulation applies to the DROM-COM: French Guiana, Martinique, Guadeloupe, Réunion, Mayotte, Saint-Barthélemy, Saint-Martin, and St. Pierre and Miquelon. With the exception of French Polynesia, Wallis and Futuna, and New Caledonia because vehicles are not listed in the FVA (file of insured vehicles).
6. If you travel within the EEA (European Economic Area), you no longer needed to present your green card. Howden recommends that you have your memo with you in case of an accident, as in France.
7. If you need to travel to Albania, Azerbaijan, Morocco, Moldova, North Macedonia, Tunisia, Turkey, or Ukraine, upon crossing the border, you will still need to present a green card, which becomes white. Howden will issue it upon request after agreement from your company and insurer.
8. Unregistered vehicles such as EPDMs (Motorized Personal Mobility Devices) or construction machinery subject to insurance requirements must retain an insurance certificate, which becomes a white card. The affixation of the sticker on all machinery will now be mandatory.
9. The number that must appear on the white card and the certificate of your unregistered vehicle will be a chassis number or serial number.
10. Failure to present the certificate is subject to a second-class fine. In case of non-presentation within a period of 5 days, you are liable to a fourth-class fine. Failure to affix the certificate is subject to a second-class fine.
