Everything you need to know about FMCSA MOTUS

The FMCSA is rolling out a new centralized system called MOTUS.

Often referred to as the USDOT Registration System, the FMCSA’s new MOTUS platform will replace both the Unified Registration System (URS) and the FMCSA Portal, consolidating all registration activities for motor carriers, freight brokers, and freight forwarders into a single system.


Designed as a one-stop shop for registration and compliance, it will serve as a centralized hub for registration, safety, and carrier information, making the process clearer, faster, and more secure. It introduces stricter identity verification, simplifies how operating authority is managed, and, alongside new related regulations, reinforces broker compliance with the $75,000 financial security requirement (such as the BMC-84 bond). Together, these changes are expected to reduce the number of non-compliant entities.
 

How MOTUS will affect your registration process?

You’ll move from multiple systems to one platform. Instead of logging into the FMCSA Portal, URS, SAFER, and other tools, you’ll use one centralized system. No more switching between platforms or duplicating entries. 

Registration will require stronger identity and business verification. With the rise of fraud and identity theft, the FMCSA has seen increased misuse of USDOT numbers, fake business identities, and unauthorized account changes. The new system is designed to stop fraudulent entries upfront and protect legitimate carriers from identity theft and fraud. 

MOTUS enforces real-time data accuracy. Your data must be correct the first it is entered. Errors or incomplete information will be flagged immediately allowing for fewer delays by eliminating the need to repeatedly correct data. 

More control and visibility into your registration. From applying for authority to updating company information, reinstating or deactivating authority, tracking status, and uploading documents, registration becomes an ongoing, end-to-end process with everything in one place. The new system will make it easier to keep track of information and stay current and compliant. 
 

What will NOT change with MOTUS?

This is important for carriers:

  • You still need a USDOT number and operating authority
  • You still must complete biennial updates (MCS-150)
  • Insurance and compliance requirements remain the same 

What are the key deadlines? 

By May 14, 2026 at 8:00 PM EDT businesses must:

  • Log into their FMCSA Portal and confirm it’s active
  • Verify company information (name, contacts, operations, users)
  • Confirm the correct Company Official and matching Login.gov email
  • If you don’t complete these steps, you risk being locked out or delayed when MOTUS launches. 

System cutover on May 14, 2026

  • FMCSA’s legacy registration systems (Portal, URS components) begin to shut down
  • MOTUS becomes the primary system for registration activity
  • From this point forward, your ability to manage registration depends on successfully transitioning into MOTUS. 

Post-launch: Phase 2 (full adoption)

MOTUS opens to all carriers, brokers, and registrants. Carriers will begin using it for:

  • Applications
  • Updates
  • Authority management
  • Compliance activities 

What you need to do now: MOTUS preparation checklist

Complete all steps before May 14, 2026. This is the key deadline to prepare your account and data

•    Log in to your Portal account
•    Reactivate or unlock it if inactive or archived

 

•    Confirm the correct individual is listed as the Company Official
•    Ensure their Login.gov email matches what will be used for MOTUS access

 

  • Check:
  1. Legal name and address
  2. Contact details
  3. Operation classification
  4. Submit updates (e.g., MCS-150) if needed

 

  • Review who has access to your registration
  • Remove outdated users and confirm current permissions

•    Make sure the same Login.gov credentials tied to your Portal account will be used to access MOTUS
•    This is required to link your records properly
 

  • Be ready to complete identity verification when accessing MOTUS for the first time
  • Ensure business documentation and ownership details are accurate and current
